Use Ground types — they are completely immune to Electric. Marshtomp or Geodude make this gym free. Danger: Voltorb knows Selfdestruct and WILL use it. Do NOT leave a low-HP Pokémon in against it. Magneton is Electric/Steel so Ground is 4× effective.

Use Water or Ground types. Marshtomp is the MVP here — Water + Ground hits everything super effectively. Danger: Torkoal's Overheat hits incredibly hard on the first use, but lowers its Sp.Atk afterward. Survive the first Overheat and you win. Numel and Camerupt are 4× weak to Water.

Use Fighting types. Hariyama or Machoke are ideal. THE HARDEST GYM IN EMERALD. Slaking has enormous Attack and knows Facade. Do NOT burn or paralyze it — Facade doubles in power with status conditions. Exploit Slaking's Truant ability: it loafs every other turn. Use Protect on its attack turns, then hit hard on its Truant turns.

This is a Double Battle. Use Dark, Water, or Ghost types. Sharpedo with Crunch is excellent. Danger: Claydol has Earthquake which hits both your Pokémon AND its ally — position carefully. Solrock and Lunatone can use Cosmic Power to become very tanky. Take them down fast before they set up.

Use Ice — it's the key to this fight. Ice Beam on a fast Pokémon (Starmie, Walrein) can sweep most of Drake's team. Danger: Salamence is the biggest threat in the entire Elite Four. Level 55 with Dragon Claw, Flamethrower, Crunch, and Rock Slide. It WILL kill something if you don't have a solid Ice answer.

Strategy

No single type beats Wallace's team. You need Electric for most + Grass for Whiscash (4× weak). Biggest Danger: Milotic is extremely bulky, knows Recover, and has Ice Beam to kill Grass types. Bring Toxic or a strong Electric move. Ludicolo resists both Water and Electric — use Poison, Flying, or Bug moves. Gyarados is 4× weak to Electric.
